Senior Change Manager (For independent contractors)
Role Summary
We are looking for a Senior Change Manager to lead the change portfolio and strategy for our Traveler Privacy Program (TPP). TPP is Booking.com’s company-wide program to make traveler data safer, better governed, and easier to use responsibly, so the company can reduce privacy risk while still supporting AI and the Connected Trip strategy
We need a pragmatic, experienced change manager who hits the ground running to provide immediate structure to the program's change efforts. You will work closely with the Portfolio Group Technical Program Manager and our Data Leadership, applying change frameworks and diving into detailed impacts to accelerate delivery rather than create administrative bottlenecks.
Core Program Drivers
You will design and lead the change strategy and execution across three critical areas:
Enterprise capability adoption: Establishing and embedding the enterprise data governance and privacy capabilities needed to make traveler data management more automated, sustainable and scalable.
Risk reduction in high-risk domains: Driving adoption and coordination of programme changes across initiatives such as privacy controls, consent foundations, raw events migration, tracking technology remediation, retention and deletion, and related process changes.
Governance and reporting maturity: Strengthening how privacy risk, progress, dependencies and decisions are governed, communicated and monitored across the programme.
Key Responsibilities
Portfolio and roadmap leadership: Design and own the end-to-end change and comms roadmap for the Traveler Privacy portfolio, ensuring alignment between programme milestones, business readiness and adoption needs.
Governance and stakeholder engagement: Run the change governance process and act as a trusted advisor to program leadership, project leads and senior stakeholders across TPP.
Strategic influence: Influence and enable senior leaders to sponsor the change, surface risks early and drive clear decisions across a complex stakeholder environment.
Integrated change planning: Translate project-level inputs into a coordinated change and communications plan across milestones, audiences, dependencies, engagement needs and change risks.
Cross-functional alignment: Work across Central Tech, Marketplace, Accommodations, Trips, Marketing, Privacy, Legal & Public Affairs, Data & AI Governance and platform teams to align on impacts, sequencing and required interventions for the adoption of privacy controls and Data & AI Governance capabilities.
Pragmatic frameworks: Implement right-sized change management methodologies that provide rigour and visibility without becoming overly process-driven.
Technical and strategic storytelling: Turn complex privacy, data and platform topics into clear, compelling narratives that help impacted teams understand what is changing, why it matters and what is required from them.
Dependency and risk management: Identify stakeholder overlap, adoption risks, readiness gaps and delivery dependencies, and translate them into practical mitigation actions.
Change delivery leadership: Guide communication, engagement and readiness planning across the programme, while helping shape what level of change support is needed as TPP moves into broader implementation and adoption.
Transition to BAU: Plan for a smooth and sustainable transition from programme delivery into business-as-usual operations, supporting the program team through a scalable handover with accountable teams
Requirements
Experience: 10+ years of change management experience, including leading large-scale, cross-functional transformation programmes with complex stakeholder landscapes.
Execution & Pragmatism: Proven ability to provide structure to complex and ambiguous environments quickly, with a strong bias for action and tangible outcomes.
Data and technology fluency: Strong understanding of data, platform or technology-led change, with the ability to work credibly on topics involving governance, controls, system dependencies and operational adoption.
Strategic communication: Excellent ability to distill complex strategic and technical content into simple, actionable messaging for different stakeholder groups.
Data-Driven Leadership: Comfortable using programme data, milestones, risks and readiness insights to guide decisions and track change progress.
Ambiguity Management: Able to navigate shifting scope, incomplete information, evolving solution design and slow or difficult decision-making landscapes.
Preferred Qualifications
Experience in privacy (e.g. CIPP/E, ISACA, CDPSE), risk, data management / data governance (e.g. DAMA, DM-BOK) and regulatory change programmes.
Experience shaping integrated change and communications plans across multiple project teams.
Familiarity with change approaches such as Prosci, ADKAR or similar frameworks.
